The Health and Safety Executive (HSE) is considering changes to the Construction (Design and Management) Regulations 2007 which could be significant, particularly in terms of the pre-qualification process.
HSE has recognised the need to reduce the bureaucratic approach that has been taken by the industry in assessing the competence of companies and individuals, and the consultation document highlights that this has led to a waste of valuable resources which could be better targeted at improving standards.
The HSE vision for competence in the construction industry reflects AIS FPDC’s commitment to reducing the cost, bureaucracy and waste associated with pre-qualification and helping the construction industry to operate more efficiently. The proposed changes, which are aimed at making the CDM regulations easier to understand, also include replacing the CDM co-ordinator role with the principal designer, replacing the Approved Code of Practice (ACoP) with targeted guidance, and applying the CDM regulations to domestic clients in a proportionate way.
